qeveris\u00eb nga institucionet vendore n\u00eb nivel bashkie, ushtrimin e funksioneve dhe zbatimin e kompetencave n\u00eb zbatim t\u00eb akteve ligjore e n\u00ebnligjore p\u00ebr k\u00ebto institucione.<br \/>P\u00ebrpilon raporte e informacione periodioke n\u00eb lidhje me zbatimin e ligjeve dhe akteve t\u00eb tjera n\u00ebnligjore nga nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore<br \/>I propozon Prefektit t\u00eb Qarkut masa p\u00ebr zhvillimin ekonomiko-shoq\u00ebror t\u00eb bashk\u00ebsive ku ushtron funksionet.<br \/>Informon Prefektin p\u00ebr masat e marra nga policia e shtetit p\u00ebr ruajtjen e rendit dhe qet\u00ebsis\u00eb publike.<br \/>Drejton dhe kontrollon veprimtarin\u00eb e punonj\u00ebsit t\u00eb gj\u00ebndjes civile si funksion I deleguar<br \/>Ushtron kontroll n\u00eb \u00e7do institucion q\u00ebndror n\u00eb nivel t\u00eb bashkive p\u00ebr marrjen e masave mbrojt\u00ebs\u00eb,ruajtjen dhe mir\u00ebmbajtjen e objekteve mbrojt\u00ebs\u00eb si dhe marrjen e masave parandaluese p\u00ebr emergjencat civile.<br \/>Informon p\u00ebr planet e zhvillimit t\u00eb miratuara nga organet e vet\u00ebqeverisjes vendore.<br \/>Verifikon dhe zgjidh k\u00ebrkesat dhe ankesat e qytetareve,shoqatave e komuniteteve.P\u00ebr rastet jasht\u00eb kompetenc\u00ebs s\u00eb tij I propozon Prefektit t\u00eb Qarkut menyr\u00ebn \u00eb zgjidhjes s\u00eb tyre.<br \/>N\u00eb programet e pun\u00ebs,n\u00ebnprefekti krahas detyrave t\u00eb administrat\u00ebs,p\u00ebrfshin edhe detyra specifike t\u00eb ngarkuara nga Prefekti i Qarkut,p\u00ebr r\u00ebalizimin e detyrave t\u00eb ngarkuara,N\u00ebnprefekti raporton periodikisht te Prefekti I Qarkut.<br \/>P\u00ebr probleme t\u00eb ve\u00e7anta dhe mund\u00ebsin\u00eb e zgjidhjes s\u00eb tyre ,mban kontakte t\u00eb drejtp\u00ebrdrejta me koordinatorin e p\u00ebrgjithsh\u00ebm dhe sektor\u00ebt n\u00eb p\u00ebrb\u00ebrje t\u00eb administrat\u00ebsn s\u00eb Prefektit t\u00eb Qarkut.<br \/>N\u00ebnprefekti drejton dhe merr pjes\u00eb n\u00eb ceremonit\u00eb e ndryshme zyrtare shtet\u00ebrore q\u00eb zhvillohen n\u00eb bashkin\u00eb q\u00eb mbulon si p\u00ebrfaq\u00ebsues i autorizuar paraqet raporte periodike p\u00ebr veprimtarin\u00eb e institucionit t\u00eb Prefektit t\u00eb Qarkut ,si dhe p\u00ebr \u00e7\u00ebshtje t\u00eb fat\u00ebk\u00ebq\u00ebsi t\u00eb tjera.<br \/>2.Harton dhe p\u00ebrdit\u00ebson planet e emergjencave ,duke pasur parasysh risqet e fatkeq\u00ebsive t\u00eb ndryshme n\u00eb teritorin e qarkut p\u00ebrkat\u00ebs dhe i d\u00ebrgon n\u00eb DPEC p\u00ebr q\u00ebllime planifikimi dhe realizimi.<br \/>3.Siguron funksionimin e sistemit t\u00eb paralajm\u00ebrimit t\u00eb hersh\u00ebm n\u00eb t\u00eb gjith\u00eb teritorin e qarkut .<br \/>4.Koordinon veprimtarin\u00eb e organeve ,institucioneve dhe strukturave q\u00eb veprojn\u00eb n\u00eb qark,me q\u00ebllim zvog\u00eblimin e riskut nga fatkeq\u00ebsit\u00eb.<br \/>5.Bashk\u00ebpunon me nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore p\u00ebr realizimin e vler\u00ebsimit t\u00eb riskut nga fat\u00ebk\u00ebq\u00ebsit\u00eb, si dhe informimi i publikut e komuniteteve t\u00eb rrezikuara nga fatk\u00ebq\u00ebsit\u00eb<br \/>6.Grumbullon dhe p\u00ebrpunon t\u00eb dh\u00ebnat e nevojshme nga bashkit\u00eb dhe strukturat e tjera q\u00eb veprojn\u00eb n\u00eb qark p\u00ebr zvog\u00eblimin e riskut nga fatkeq\u00ebsit\u00eb dhe menaxhimin e tyre, si dhe informon n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme Prefektin e Qarkut dhe DPEC-n\u00eb<br \/>7.Mer masat e nevojshme p\u00ebr parandalimin ,p\u00ebrballimin dhe rehabilitimin e pasojave nga fatkeq\u00ebsit\u00eb e ndryshme.<br \/>8.Koordinon forcat operacionale n\u00eb nivel qarku n\u00eb rastet e fat\u00ebkeq\u00ebsive t\u00eb ndryshme.<br \/>9.Shk\u00ebmben informacion n\u00eb koh\u00eb reale,n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund\u00ebsohet marrja e masave
